We have a full angel policy on our junk journal envelopes.  You ARE permitted to use them in your own junk journals, and you ARE permitted to use them in junk journals that you make and sell.  You ARE permitted to re-sell the envelopes for charity or for your own personal profit, but you MUST USE YOUR OWN PHOTOS.
